Srinagar, Jun 10 (KNO): The Jammu and Kashmir government has constituted a high-level core group to examine and recommend reforms aimed at simplifying administrative procedures and improving the delivery of public services across departments. According to a government order accessed by the news agency—Kashmir News Observer (KNO), the panel will focus on ease of living and process reforms through re-engineering, rationalisation and simplification of government procedures relating to Government-to-Government (G2G), Government-to-Business (G2B) and Government-to-Citizen (G2C) services. The core group will be headed by the Administrative Secretary, Home Department. Its members include the Administrative Secretaries of the General Administration Department, Planning, Development and Monitoring Department, Department of Law, Justice and Parliamentary Affairs, and Information Technology Department. The Administrative Secretary of the concerned department will also be a member, while the Special Secretary in the Planning, Development and Monitoring Department will serve as Member Secretary. The order said the General Administration Department will act as the nodal department for facilitating the process reform exercise across government departments. According to the terms of reference, the group has been tasked with reviewing existing administrative processes, procedures and service delivery mechanisms across departments. It will identify redundant procedures, excessive compliance requirements and avoidable delays in government functioning and recommend measures for their simplification. The panel will also examine all G2G, G2B and G2C services with a view to improving efficiency, transparency and citizen convenience. It will also recommend measures to reduce procedural complexity and compliance burdens faced by citizens, businesses and government agencies. The group has also been asked to suggest reforms for ensuring seamless, accessible, transparent and time-bound delivery of public services. Among its key responsibilities, the panel will recommend simplification and standardisation of forms, documentation requirements, approvals and official workflows. The government said the initiative is aimed at improving governance, enhancing ease of living for citizens and creating a more efficient administrative framework in the Union Territory.
