Srinagar, Aug 03 (KNO): Jammu and Kashmir reported six fatal and 87 non-fatal injuries in registered factories during 2022 and 2023, while data for 2024 was not reported by the Union Territory, according to details furnished by the Ministry of Labour and Employment in the Lok Sabha.
According to the State/UT-wise data, accessed by the news agency—Kashmir News Observer (KNO), J&K recorded three fatal injuries in factories in 2022 and another three in 2023. The corresponding number of non-fatal injuries stood at 20 in 2022 and increased to 67 in 2023. For 2024, the data has been marked as "#", which, according to the Ministry, means the information was not reported by the concerned State/UT.
The Ministry said the major causes of industrial accidents include persons falling from height, fire, explosion, machinery moved by mechanical power, electrocution, and workers being struck by falling bodies. The Directorate General Occupational Safety and Health (DGOSH) collects data on accidental deaths and injuries from States and UTs in respect of factories registered under the Factories Act, 1948, now subsumed under the Occupational Safety, Health and Working Conditions (OSH&WC) Code, 2020.
Regarding enforcement, J&K had 41 prosecutions pending from the previous year in 2022, with 13 prosecutions launched during the year. The details of cases decided and penalties for J&K were not reported in the table for that year. In 2023, J&K had 54 prosecutions pending from the previous year, while three prosecutions were launched during the year and three were decided. A total fine of Rs 2,500 was imposed, as per the data furnished by the Ministry. For 2024, the Ministry has not reported figures for J&K relating to prosecutions, convictions, or penalties. The entry for the UT has been marked, which the Ministry states represents data not reported or NIL data.
The Ministry said 64,176 factories were inspected across the country in 2022, 67,674 in 2023, and 74,426 in 2024. It clarified that the compensation-related issues under the Code on Social Security, 2020 are dealt with at the State/UT level. The Centre further informed the House that the OSH&WC Code, 2020 came into force on 21 November 2025 to regulate occupational safety, health, and working conditions of persons employed in establishments, including factories.
